Amateur Radio Licence

Amateur Radio Service is a radiocommunication service used as a hobby that brings people and communication together. Individual use radio to reach out across cities, around the world, or even into space, all without the Internet or cell phones. 

When all means of communication fails, particularly during national disasters, Amateur Radio can be an alternative form of communication that can serve as emergency service dispatchers and message relayers.

AITI is the authorised statutory body to issue Amateur Radio Apparatus Licence in Brunei Darussalam. The licence issued is only valid within the territory and territorial water of Brunei Darussalam.

Amateur Radio Apparatus Licence

 

There are two types of licences:-

Type of Licensee: Generally new amateur radio operators

Operation of Amateur Radio: Licensees are only allowed to operate in the VHF frequencies (range of 144 MHz to 148 MHz)

Validity: One (1) year and renewable

Type of Licensee: Amateur radio operators who applied and gained approval to upgrade from the Standard Class Licence

Operation of Amateur Radio: Licensees are allowed to operate in all amateur radio bands as stated in the Apparatus Licence

Validity: One (1) year and renewable

 

Rules and Regulation

 

All licensee shall observe and comply with the relevant provisions of the Telecoms and Radio-communications regulations and any amendments made thereof. The transmitting frequency bands allowed from an amateur radio station shall be at the discretion of AITI but within the limits prescribed by the radio regulations, annexed to International Telecommunication Convention of the International Telecommunication Union. 

Eligibility and Required Documents

 

Interested individuals must fulfill the following eligibility criteria and prepare the required documents to own an Amateur Radio Apparatus Licence:

  • Aged above seventeen (17) years old;
  • Citizens or Permanent Residents of Brunei Darussalam; and
  • Must pass the Amateur Radio Examination.
  • Signed copy of identity card (I.C.)
  • Amateur Radio Examination result slip
  • Proof of puchase of amateur radio equipment
Eligibility Documents
  • Aged between fourteen (14) to seventeen (17) years old;
  • Citizens or Permanent Residents of Brunei Darussalam; and
  • Must pass the Amateur Radio Examination.
  • Signed copy of identity card (I.C.)
  • Amateur Radio Examination result slip Letter of consent from parents or guardians to allow them to apply for
  • Amateur Radio Apparatus Licence
  • Letter of consent and copy of identity card from a guarantor who holds a valid Brunei Amateur Radio
  • Apparatus Licence Proof of purchase of amateur radio equipment

 

Eligibility Documents
  • Has a valid Amateur Radio Apparatus Licence issued by his or her home country authority; and
  • Requires a guarantor who holds a valid Brunei Amateur Radio Apparatus License.
  • Signed copy of identity card (I.C.) or passport
  • Copy of valid Amateur Radio Apparatus Licence issued by his/her home country authority
  • Letter of consent and copy of identity card from a guarantor who holds a valid Brunei Amateur Radio Apparatus Licence
  • Proof of purchase of amateur radio equipment (if any)

 

License Application Process

 

Interested individuals who wishes to apply for an Amateur Radio Apparatus Licence application must apply through the AITI Online Services and upload the following documents with the online application:

The Amateur Radio Apparatus License fees are charged based on the types and the number of equipment owned as per table below:-

Amateur Radio Examination

One of the requirements to own an Amateur Radio Apparatus Licence, individuals must pass the examination conducted by AITI to ensure that the License holder:-

  1. have the necessary qualifications and skills to operate amateur radio equipment without causing any interference to other users or radio services; and
  2. complies with and is aware of the rules, regulations and code of conduct which applies to amateur radio users and activities.


There are two (2) types of examinations for Amateur Radio:-

Written Examination Practical Examination
This examination is for any new applicants and licensees who wants to renew their license that has expired for more than three (3) years This examination is only for applicants who have failed their overall written examination three (3) times but have passed their Section A of their written examination at least once.

Examination Language: English Examination Language: English
Examination will be conducted with all applicants on a date selected by AITI. This examination is usually conducted twice a year. Examination will be conducted individually on a date selected by AITI.

Examination Content:

Consists of two (2) sections:-

Section A: Licensing conditions, operating procedures with practices and transmitter interference; and

Section B: Elementary theory of electricity, communication and transmitting techniques

Examination Content:

Consists of three (3) sections:-

  1. Assembling and identifying amateur radio equipment;
  2. Amateur radio etiquette and communication; and
  3. Summarising the procedure of and sketches of assembled equipment

To register for an Amateur Radio examination, applicants must apply through AITI Online Services and upload a signed copy of their identity card (both sides). 

 

Licence Upgrade

For any Amateur Radio Standard Class Licensee who wishes to upgrade their license to an Advanced Class Licence, the following requirement must be fulfilled:

For Existing Standard Class Licence holders awarded before June 2007 For New Standard Class Licence holders awarded after June 2007
  1. Must pass the Amateur Radio examination
  2. Submit a copy of Amateur Radio examination slip
  3. Submit a copy of valid Standard Class Licence
  4. Submit an Amateur Radio logbook to show the previous six (6) months of activity
  5. Held a valid Standard Class Licence for a minimum of six (6) months period
  1. Applicant must hold Standard Class Licence for a minimum of six (6) months period
  2. Submit a copy of Amateur Radio examination slip
  3. Submit a copy of valid Standard Class Licence
  4. Submit an Amateur Radio logbook to show the previous six (6) months of activity 

 

Single Prefix Call Sign

 

With effect from 30th July 2019, the Single Prefix Call Sign will be available for application all year round. Applications will undergo the normal application process with the following requirements and fees:

 Eligibility requirements

  1. Applicants must be citizens or permanent residents of Brunei Darussalam;
  2. Applicants must hold a valid Amateur Apparatus Advanced Class Licence; and
  3. Applicants must submit documents to prove active participation in Amateur Radio contests together with the application for the Single Prefix Call Sign. Active participation means that the applicant has participated in Amateur Radio contests at least twice in the past two (2) years

 

 Fees for changing call signs

  1. Fees charged to change from a double or triple prefix call sign to any available single prefix call sign is BND300.00 (non-refundable).
  2.  Fees charged to change from a single prefix call sign to any available double or triple prefix call sign is BND100.00 (non-refundable).
